Highest alcohol content in a drink

When Estonia was independent between the two world wars, the Estonian Liquor Monopoly marketed 98 per cent alcohol distilled from potatoes (196 proof in US terminology).  The Estonian Republic declared independence for the first time on February 24, 1918. It was then independent until Russia invaded in 1939. Between 1941-44 the country was occupied by Germany. Russia re-occupied the land subsequent to that until Estonia became independent in 1991.
